You might want to search a little and read up on responsive design.
The first step is to use relative measurements for your layout instead of using absolute measurements. Then you'll want to take advantage of css media queries to make larger changes where the design needs it.
There's more to it, but too much to try to cover in a single post or thread. Start with the link I posted and then do some searching. There's a lot of information online.
