I dont really understand what you are looking for..

If you want to settup a forum like this you would need to use a server side language most commonly php and mysql..

You can then get the ready made scripts free such as phpBB

Or if your willing to pay..

IPB or Vbulletin

If your server runs php and mysql I'd recommend checking out Simple Machines. I think this one will become one of the biggest free forums around. I have used phpbb as Dark_Skys99 recommend and I can tell you it installs very easily, has lots of features and looks good too. This board we are all using here is vbulletin it only has one downside, the price, if you have the money though it is a great forum as well.
