Easy tool needed to create wordpress css layout

Hey . Can any one tell me a simple tool to create good css layouts for wordpress .can anyone also tell me how i convert html template to wordpress theme .please do not tell about old ideas available on some blogs .

Well, this site is pretty easy to create a basic structure for wordpress templates: http://www.yvoschaap.com/wpthemegen/

Not to be obvious, but I think the easiest way to get a good css layout is copy differerent elements from other themes you like and then combining them into one using the editor.
