In IE on the bottom navigation with Home, Testimonials, Community Links, Contacts the link boxes I have made are cascading down diagonally.

Also the clickable area of the link seems to be only the very top of the box or if its sticks out into the green area below the blue it is clickable then also.

You need this:
#homeNav li{display: inline;}

That will make the list items line up the way you intended.
