Any text editor - such as Notepad.

I use a programming text editor such as Notepad++ which has syntax highlighting. Makes it easier to spot mistakes.

notepad is obviously free and it works good or Dreamweaver works as well and this is much easier to make changes but you usually need to buy dreamweaver.

I just use Dreamweaver, but there are a lot of solutions out there. Be sure to get something that has good code highlighting, it is important.

I use Dreamweaver. It is the best for me.

Notepad2 or the like is best, they don't try to mess with your code, they're free, and they don't bog down your system with useless junk like any commercial product does.

If you are using Firefox, you can install FireBug, edit the CSS and get instant WISIWIG. The downside is that I don't think you can save the resultant changes. However you could always cut and paste into the source file using a second editor such as Notepad.

Me, I use Dreamweaver.

For a smart, cheap-but-not-free, editor take a look at Textpad. It "knows" about the syntax of a shed load of languages, and can do things such as "view in browser", compare 2 files, and block cut & paste.

Dreamweaver - it might be a bit bloated for just CSS files, but I'm used to the syntax coding and layout.

I still havn't found any applications that do a good job of visually editing CSS if that's what your looking for.
