I'm wondering if anyone knows if Tribal Fusion, Burst Media or Casale media consider sites that have already been turned down in the past... IE: is there any risk to applying too early (before you have redesigned the site to look up to their standard)?

You can reapply as many times as you want. The top networks like Tribal, Casale & Burst often deny sites because the content doesn't fit their current advertisers, not because the site is bad.
With some of my sites I had to apply to ValueClick like 6-8 times before I was accepted all of a sudden.
try calling them if you can. I would do a whois and try to obtain a phone number. it works wonders here in australia but have businesses based in the U.S.
While it wouldn't hurt to apply early, don't apply too early because you'd be better off spending that time getting your traffic higher than applying for an account.
