Is Yahoo publishers network for contexual ads accepting members outside US

yes, prices can go up to $500+ .. check sitepoint "want to buy" forum.. many are searching for it..

I can't speak authoritively for the others, but I don't think any of them are. I know AdJungle is not, as we have verified that we are OK to shown along side AdSense. AdJungle does not scan your page for content to choose ads. We take your category and keyword information and match it to our inventory. Also, we do not show text ads - all ads are images.

That's true, AdBrite isn't contextual either. It's pretty much just text links.
