I hesitate to say one CMS is the "best" because they all have their uses.
Wordpress is probably the easiest to use for blogs or content networks, but it requires a little creativity. It is very good. My tech-bites website, a video blog, is on Wordpress.
Drupal is, no doubt, the most powerful of the easy-to-use CMSs. You can basically just download the modules that will give the kind of site you want... then you can do anything with it. Podcasting, video blogs, content sites, community portals, collaborative community networks, dating services, estores... you get the idea. It's like legos.
Something like texty is good for just super easy hands-off stuff. As is Weebly, if you don't have to host your own site. It's free and is probably the easiest free-site-maker out there. Ranks well for longtail kw as well.
