Yup it is a content scraper but also can be used with articles and stuff. If you're into building hundreds or thousands of sites to earn very little per site then you can use this. If you are building legitimate content sites then don't use.
The difference between nichecreator and other content scrapers is that it can build sites lightning fast. This is because it uses mod rewrite technology which only creates a page when it is viewed (please don't ask me to explain this technical stuff) so you just add thousands of keywords and upload a couple files and that's it, site is done in a couple of minutes.
The verdict is still out on the effectiveness of sites built with this though. It seemed many were having difficulty getting their sites thoroughly indexed and ranked. Some said that they built sites with the same keywords using other content scrapers and made 3 times the amount of money than sites built with NC. Very few had positive results.
Personally I had terrible results with it. This however could have been that when it was introduced the SE's started cracking down on portal sites. That's why I got out of that game and trying to go the way of real content sites.
