Wordpress. Seriously.

I've also heard good things about Drupal and Joomla. I used to be involved in e107 development, and though I can't speak for it now, it was brilliant in its day.

Wordpress, hands down. There is just so much you can do with WP, it's literally astounding. Get a good coder who can customize the default WP install for you into something that you'll be able to apply across all future projects, and you'll be set.

If you want to simply Blog, then Wordpress.

However, if you want a full content management solution, then it's Joomla hands down.

If you want overall best free CMS, then look at drupal.

If you want a free CMS that is largely aimed at non-PHP-coders, try Joomla.

If your main need is blogging, WordPress all the way.

http://www.ncastercms.com/ is good and free (especially if you want to move your current design into a CMS, rather than getting a design for the CMS)

I guess it depends on what you want the CMS for.
For me, Wordpress for my blog, Article Dashboard for my article directory.

I do my own HTML coding for the community website.

I think CMS is highly suitable for dynamic websites such as blog and directory, the main drawback, if you dont mind, is that the look and feel are the same all across but if you know how to hack the codes, the look can be customized alot.

I never really liked Joomla and haven't used WordPress (haven't needed it, might use it for a blog later on)

I'm modifying PHP-Fusion for a new site of mine, here is one example of it in action

Im also waiting for the new LogicFury to come out (example of current version)

Im in no way affiliated with those two sites, just showing the CMS's in full swing

WebGUI is another one, if you can get your head around the way it works. Its quite powerful, they released a new version not so long ago, dont think it relies too much on coding abilities, just understanding the way the parts fit together....worth a look.
