How can you save/maintain original computer settings and configurations on computers that are used by more than one person. Are there any special programs or ways to keep other users from making changes?

You could always make a ghost backup of the drive and restore from there. There's a program called Norton Ghost that does that for you. Mind you, that will change EVERYTHING...not just configuration. So if you were to do something like that, you might want to create a data partition (or drive) and an OS partition (or drive.)

Use linux.
Vista is also supposed to be much nicer for multi user accounts.

You = administrator/root. Everyone else = user.
