"dial-up internet via the cable modem"?

Cable Modems are completely seperate from the phone line... you're either connected to a cable modem or a regular dialup modem...

If you're talking about just dial-up internet, and you want to know if you can dial your ISP from a phone line other than your own, then in most cases, the answer will be yes, you can.

(It's possible that your ISP could use CLI and block calls not coming from your phone line, but this is very unlikely)

I think it would depend on what type of dial up you have.

If you have an anytime account (where you pay one monthly fee regardless of how long you are on) you probably wouldn't be able to dial in from another phone line. But if you are on a pay as you go (pay per minute) account then you should be able to dial in from another phone line.

Best thing to do would be to phone your provider.
