Basically anyone who "doesn't know better" still uses default programs -
and IE is a default browser
just like McAfee and Norton are default "virus protection" (if you can call it that)
(IE, McAfee and Norton are highly susceptible to be the target of a malicious attack because of popularity and because the user's "just don't know any better")
Schools and Offices use defaults specifically because they don't want anything being downloaded onto the computer that isn't going to be used to learn or for work. At my last job that involved computer use, I upgraded all the software, switched everyone to Firefox, got rid of the crap they were using and added what I use to protect my computer (I became the IT girl for free, but I just worked at the Front Desk filing paperwork)... needless to say it took me a lot of convincing to be able to even do that. The Aquatics Director blamed Firefox for the virus's she had on her computer. Of course, it couldn't POSSIBLY be the fact that she wrote her password on a sticky in her desk drawer and the lifeguards went into her unlocked office to watch porn when she wasn't there... nooooo couldn't possibly be the reason -.-
