What languages would be used mostly? What would I need to learn? I want it similar to ebay? Are there any templates/scripts/prebuilt engines available for this sort of thing?
Nothing simple then.
Ebay runs on IIS (Windows) and uses ASP and custom ISAPI DLLs (not simple and not cheap)

Almost any server side language and database.
and if you have to ask what you need to learn, the answer is "quite a lot"
