Anti-Leech - Please Help!

Location: a galaxy far far away...
I am trying to put anti-leech on my site. I have setup everything as it says to. I chmod'ed all of the files as needed. Everything is setup perfectly. When I open up the admin.cgi file I get errors saying it couldnt open the .txt files. Like I said I have chmod'ed as it said to. If anyone can help me please post a reply or e-mail me. If you know of any other good anti-leech scripts please also post or e-mail.
