well you dont exactly need expesinve tools for them to be powerfull
you can use Gimp (graphics) and note pad (html, xhtml, java, CSS, code) you can then test in IE and firefox....
I belive there is also some free WYSIWYG editors out there aswell.....
If you wanted to use PHP there is plenty of editors for that just Google one...
for good tutorials on anything web check out W3Schools .....This forum is another great resource.....so once you start getting into it just ask questions
the site didnt work for me so Im not sure what would be needed to make that exact site....
