I'm not sure you need a script. It's a pretty ordinary flyout menu. The whole thing is set to have position: fixed so that it stays in place. It uses icons instead of text and opens when clicked as opposed to when you hover over an element.
Just search for some basic tutorials on creating drop down menus or flyout menus and adapt them to what you want. For the onclick functionality Nettuts is likely using jQuery. Also everything you need to recreate what they did is going to be on their site if you look through the source code.
