There are few ways:
1) You'll need a script that determines a resolution. And you'll need 2 versions of your site (for 640x480 and for 1024x768)
2) make your layout using percents instead of fixed width
3) make your layout with fixed width (smth about 700px) and center it.

i wouldn't personally recommend 1)
what about those at 800x600, 1200xwhatever.... those surfing at 1024x768 but browsing in something smaller, or with their bookmarks open? 2 versions of the site?! 4-5 more likely!
go with 2) or 3)

Use alignment properly. If you learn what CSS cn do, you can make pages that flow... called a 'liquid' layout.

This is what you should do, create your site using the lowest possible resoulution 640x480 because then when you view it at higher resoultions, you will not have to worry about alignment. As far as %, or Pixels well my preference is any tables using most of the width of the page should be in % so you can just use 100%...But pixels DOES have it's advant's...Exper'mnt. it's the only way to go..

It shouldn't be a discrimination of Pixels vs Percent. They're both usefull for different things. Use percent when you want an element to be relative to the browser size (like expanding text areas) and pixels when you want something of a fixed size (like a navigation box) or a fixed distance from something else. It just makes sense...
Take a look at the CSS on my site for an idea.
