Hey,
Hm - first thing that comes to mind is vBulletin, you can buy licenses to remove all traces of it being a 'paid-for' script. However, bear in mind people can program forums. I've done about 5 forums in ASP.NET using features from vBulletin, phpBB and my own ideas mixed in. They might have got a programmer in to custom program it.
