I have a list of products that can all be narrowed down based on what your preferences are and what you are looking for.

I want to put together a selector so you can answer a few questions and it will give you a list of products that is best suited for you.

What is the best language to do this in? Any ideas of where I can start?

Assuming you want to do this in the context of a web app, either PHP or ASP would be just fine. Your language selection is often going to be a matter of what resources you have. If your host supports PHP then go with PHP, if they support ASP then go with ASP. You'll probably need some sort of database as well.
