Is it possible to call a dynamic image file, from a webserver, into an application (with C)?

if so, perhaps a little guidance about what this process is called and a few short code examples would be much appreciated.

Can you clarify exactly what you are trying to do? By dynamic image do you mean an animated gif or something similar? What do you mean by call? How exactly do you want to use it in your application?

So just a REMOTE image obtained at run time rather something embedded in a resource file at compilation time.

You just do what browsers do (written in C) and make a HTTP request for the data stream, cache the image data and render it to screen.
