Hi everyone, I'm trying to set up the Latest Blog Post service for this site, but I'm having trouble figuring out how to get Blogger to send a ping. I want it to ping http://www.webmaster-talk.com/ping/20958 every time I publish; is there an easy way to set that up?

No. Blogger doesn't support user-defined, automatic pings.

Your best bet would be to try and find a ping service that will let you add custom ping urls (if they exist), then manually ping through that service after every post you make.

...oooooh, and look, I said all that without going off topic and bashing blogger for 30 minutes...I'm one step closer to recovery...

Ping services are very helpful for the new blogs created. I agree with techwench that you`ll have to find the said services to let you add to other linking URL`s.

Edit your options and select the "WMT Update" option.

This will mean webmaster-talk will look for new posts in youir feed rather than wait for a ping.
