Google is like the #1 spy on the internet. if your blog is important and deserves recognition, they'll make sure it gets it. now it's your job to make your blog important. I'm sure there are many more aspects of search engine ranking than we know (a strategy by Google to prevent spammers, I guess). The most important features of a good PageRank website (that I'm aware of) are quality/related backlinks, regular posting, and age of domain (though this isn't as important as the other two).
so what I suggest to you - if you're after PageRank - is to find as many blogs, forums, etc. as you can related to your content with dofollow links and place a link to your website after every quality post you contribute to that website. also, you may want to get a Google Analytics account on your website, create an XML sitemap, update your meta tags (not as important anymore), and create robots.txt (to fit the needs of your website and control what you want the search engine to see). I also suggest you place a link to your blog in your signature on this forum so fellow webmasters can further assist you, and possibly give you traffic.
PageRank 2 site usually means that Google recognizes your website, but doesn't consider your content to be very important. they usually will re-index your website once per month (through my experience when my original website used to be Pagerank 2 - now 4). getting your website to PageRank 4 isn't incredibly hard, but getting your website past PageRank 4 is.
