Just wrap all your static parts - the navigation, drop down menus, and anything else you want on every page - into the header of the template itself, and then publish as usual.

I actually have a template that provides the functionality I was looking for. The only problem is that it only has one sidebar and I need to organize a few small things. Can anyone help?
