It all depends on how serious you are going to take things.

If you are serious about it then you will need to buy a domain name and some hosting, then download a blogging CMS such as WordPress and away you go.

If you are not wanting to be a serious blogger then you can use the free blogging tools such as:
http://www.blogger.com

I believe wordpress MU is the one you are looking for. Where users can create their own blog under your domain like, user1.yourdomain.com, user2.yourdomain.com etc as their own blog

you want to have a blog hosting site? Like Blogger.com, Wordpress.com, and Typepad.com? Hmm... If you are really serious on that, you better ask some of the webmaster here.

OP - The best route to go, unless you have serious programming skills, is to use a platform like WordPressMU (the MU stands for Multi-User). There are a lot of popular blogging services that use the software, including BodyBuilding.com's BodySpace
and WordPress.com (obviously). There are some others that I can't find right now, but they're out there. Check out the official WordPressMU page on the WordPress codex.

How is MyBlogLog at all like Blogger? MyBlogLog is a statistics package with community elements. Blogger is like Typepad which is like WordPress.
