Depends what you want to do. If you want your web site to reflect a database, asp does this on Windows servers. If you want to put up information that doesn't change often, it can be easier to use static html.

Contrary to a number of published opinions, ASP can be effective for web development.

But, there are three very important things that one must remember before becoming a serious ASP geek:

1) Every code sample provided online for free has to be edited in some way, shape or form, UNLESS they are functions/subs without any time stops (<% and %>)...and even then, it's a crapshoot.

2) You will need to build your own functions and subs over time. Once you learn how, it becomes pretty easy. I've got about 2700 lines' worth of functions and subs that I use.

3) You'll need a web host that doesn't suck. Here's one. They so totally don't suck. In fact, they rock. Like, Stevie Ray Vaughan playing Rude Mood rock (download that or buy a CD sometime...single greatest guitar riff EVER.)

Once you have those three things mastered, there is almost nothing that cannot be accomplished with ASP.

Coding style, Reusability, Application Performance makes the difference between bad web development and effective web development.

All languages / scripts are secondary.

Effectiveness of any webdevelopment technology depends how you use it and whether that technology is selected as per your requirements. you have got many options like asp, php, perl, jsp, ASP.NET. Every technology is effective in some way or other. So choice is yours.

i agree with both sadddatshah and vivekar. How you use/implement it is key, language is secondary. Although, with ASP you are subject to the history of the language.

Is it secure?
Is it scalable?
Is it reusable?

Is asp useful? I agree with vivekar - it's all how you use the code.

I've done some really remarkable things with ASP. What I like about it is that it's really easy to code and use with databases.
