My site is hosted on an NT server, and I do not have access to IIS. Unfortunately I'm still running Win98 because I cannot afford a new computer, so I cannot download IIS Manager 7.

Here is my question. I want to point 404 errors to a custom 404 page. Can I do this using ASP or ASPX without accessing the IIS Manager?

Do you have access to hosting control panel. All good hosting companies provide custom error page On/Off option in control panel.

yes you can do this by using web.config or hosting company is providing this.

Unfortunately a lot of companies doesn't allow that as well as rewriting url feature.

I'm making a used car sales website using FP2002, and I want to make a form like the search on this site

My client is going to need this exactly, but I can't figure out how to make the Model change dependant on the Make drop down section. Also is there a way that I would not have to type all the names of these makes and models

Which hosting company are you using?
Most of the hosting provider provide custom 404 page in their hosting control panel.
Just finding the section in your hosting control panel.
