Cognigen is not truly an affiliate program. It is basically a business opportunity to sell telecommunications products, with an accompanying MLM setup.
It does work if you are willing to work at it. You need to sell a minimum of 4 services to either yourself or customers/associates before you qualify for commissions. Commissions are 6% on sales until you sell $10,000 then the commissions go up to 7%.
It takes quite a while to qualify for commissions for most services, since phone bills are paid after the fact. Expect at least 90 days to see any checks, and then only if you accumulate $50 in commisions.
