W3EXIT popup exit exchange as you probably already know is for web development and services type sites.
I use w3exit on our forums archive pages. Seems to be legit.

Personally W3Exit reallly annoys me! I hate popups (that is the one, isn't it) and get annoyed with sites who use them, even if they are popunders or exit popups.
