i wanna know is this pay-per-install program business legit? because they provide spywares to spread? and FBI busting botnet masters..

The term "spyware" is a little blurred these days. The botnet owners that law enforcement are largely interested in are the bots that allow people to orchestrate DDOS attacks and suchlike.

The "spyware" that the payperinstall programs may be spreading (the more legit ones, at least) is the sort of thing that records viewing habits etc. ie non personally identifiable information. Some people may have a problem with this, but these people should learn to read dialog boxes on install. If your app warns people what it is doing, and gives an option not to install the affiliates program, then I see no problem. If you don't do these things... well you can research the moral and legal implications of that yourself, I'm really not sure

Legit Pay per Install programs will not provide spywares. They just provide Adwares! This is a means of advertising but unethical! So I think it is not illegal!
