I don't know what the pips thing is about but here are some thing to think about :
Make websites that offer information people are actually looking for and will want to come back to. Research searched for keywords. Preferably something you are interested in. Update your site often. Sign up with affiliate programs that compliment the information your offering.(places to find programs are CJ.com, Shareasale.com, linkshare.com and many others but those are the bigger ones)
Don't put advertising on your site until you build up a good amount of traffic.
Think outside the box. There are millions of people searching for millions of things - time wasting games, pet advice, product reviews, potty training, favorinte candybar...on and on...
You must learn html or how to make webpages if you are not going to hire a designer.
You MUST SEO your sites or you will not get visitors. I think that is the biggest part of marketing if your not going to pay for traffic through things like adwords (which has a STEEP learning curve).
Build links in to your site that is really the most important part aside offering something that people will be interested in. Not link exchanges but oneway links by submitting to niche directories, writing articles and submitting those, social bookmarking etc...
I build my newsletter lists by offering information that is not easily available online for free to get them to sign up --there are many ways to get people to sign up.
There is ALOT to learn but once you have those skills under control then you have your online destiny pretty much under control...with alot of perserverance.
