You can get that effect using a brush. Crumple and/or fold a piece of paper, then straighten it out and scan it in. Scan resolution should be at least 300dpi. Make selection and define it as a brush.
Then, in a new image, make your blank 'paper'. Add a new layer and use your new crumpled paper brush as a stamp. Adjust the opacity and possibly blend mode until you get the look you want.
