How does a filter or plugin place itself in the filters menu?

Generally it installs the 8bf file into the plugins directory. When you start PS, it looks for plugins and they wind up on the list.

Let me rephrase the queston:

How does a filter know how to place itself in which subcatigory in the filters menu? How can I rearrange the filters' order?

Ok. Anything OTHER than the filters that come with PS, all 3rd party plugins will go below the standard filters and are, more or less, all one 'category'. The 3rd party filters are listed in alphabetical order. I've never tried it, but you could try altering the name of the 8bf file, then restart PS.
