Yes, you can do something similar with PS. You can use a clipping group, or you can use a mask.
For a clipping group...
- Put the image you want to be 'inside' the rounded rectangle on 1 layer.
- On a new layer BELOW the photo, draw out the rounded rectangle using the shape tool in 'shape layer' mode. Place it so that the photo is positioned 'inside' the shape.
- Now. on the layers palette, hover your mouse over the line BETWEEN the two layers, you'll see the cursor change to 2 interlocking circles.
- hold down the Alt key and click on that dividing line.
Voila -- a clipping group with your picture now 'inside' the rounded rectangle.
2nd method
Put your photo on a layer
With your shape tool in path mode, draw out your rounded rectangle
Select the path selection too (black arrow), and select the path you just drew. RIGHT_CLICK the path, and from the menu choose 'Create Vector Mask'.
Now you have a photo inside a rounded rectangle AND it's resizable.
