I want to have the blur on an image.
Can't figure it out in PHotoshop.
Anybody?

Select part of an image using any of the selection tools (or, if it's an entire layer you want to blur, ensure that particular layer is selected in the appropriate panel) and go Filter > Blur > your blur preference.

Gaussian blur is typically used for that kind of effect.
