hi - can anyone tell me how if possible, i can make semi-blurr picture much clearer? please tell me like a 3rd grader 'cause i am new to adobe. thanks!

What software are you using? If your using photohshop you may be able to sharpen the picture a bit to try to make it look better. Other than that i wouldnt know, i think a blurred picture is going to stay blurred unless you draw in everything you want exactly

Only way that I know of is to use Filters > Sharpen and see what happens

a link to the picture would help a great deal

aside from sharpening it, can you maybe scale the size down a bit to make it appear less blurry?
