If you open the TrueType file for the font you want to use, a majority of software will recognise it and add it to the drop-down list of those available. This does mean though, that if you want to edit the image/document in the future, you have to make sure the font file is open, otherwise it will be replaced with the next best thing the program can find.
If that seems like too much to think about, copy and paste the TrueType file into Window's Fonts folder (C:\WINDOWS\Fonts), effectively installing it on your machine and every piece of software will recognise it immediately.
