You can also use the Rounded Rectangle tool, and instead of rasterizing, simply right click the rectangle, and select Make Selection. Now, you can pressh Ctrl+Shift+I to inverse your selection, hit Delete, and Bam! You're there. Save it as either a GIF or a PNG. Use the GIF format if the image is not a photographic type of picture. If it has a lot of colors, you will lose some detail in GIF format. The PNG format combines the best things of GIF and JPEG formats into one. I never use it, but that's only becasue I never needed to. The only thing that a GIF can do and a PNG cannot, is be animated. PNGs are still images only.
