Help with animation

Heres my problem,

When i try to do the animation , i get my original photo and add a new layer. But when I add something to the second layer it shows up on the first layer, it does this with every layer, so its just one animation of the original photo.

If you can help that would be great thanks.

you need to move to image ready - not photoshop
photoshop layers will just stack one on top of the other
