Just as a border?
Depends on how much mucking around you want to do.
The quick and dirty way to do it is to:
new document
use the text tool to write what you want,
magic wand select the text
-notice how the marching ants look like needle work
new layer
hide text layer
screen capture
paste
Cut out what you don't want
transform and sharpen...maybe even >find edges
use layer filters to decide what you want to do with it.
How's that sound?
