Old Chipped Paint Effect

I used illustrator to create a graphic for a t-shirt. I think it will look better as paint peeling of an old wall. How can I created this old / weathered / chipping look using either illustrator or PhotoShop?

You can also try using the mosaics filter on the paint layer. There are all sorts of combinations and tricks, it would take hours of experimenting to find what suits you.
