Something simple like that you can just fill with the paint bucket tool. Now, if it was something more complex with other colors around it, you'd have to use your selection tools to define it. Then you could use the paint bucket, and/or use the Image --> Adjustments --> Color Balance or Hue/Saturation to make alterations.

For example...if serandfae's avatar randomly got angry, you could use hu / saturation to make him red.

There's several ways. You can use the 'magic wand' to select it, then make a new layer and use pain bucket to fill in the shape. Delete the original layer and you have a clean shape.
Or you can choose 'variations' and alter it that way. Personally I'd use the paint bucket way, as its very simple. Why be complicated? heh ;P
