Reduce banner

Hello,

I need current banner reduced in size and placed on this additional background so some of it shows around the edges. Total size being 736 x134

I hope I expained this well enough. So take banner with title and reduce about a quarter to half and place on top of blue textured background for total size of 736 x 134
